I can see bowing to a foreign head of state, as he did in Japan (is that right?) because that is the traditional way you greet people in that country, just as the Japanese prime minister will come to the U.S. and shake our president’s hand. However, this is a bit strange, bowing to a mayor.
Nothing wrong with bowing, though, in my view. It is awkward, though.
